Latvia to Expand Its Armed Forces and Bolster Defense Capabilities

Latvia is strengthening its military: President Edgars Rinkēvičs has announced plans to increase the number of military personnel to more than 38,000.

Currently, the Latvian Armed Forces—including the National Guard and reservists—consist of approximately 31,000 personnel. In response to the growing threat from Russia, Latvia is launching a long-term program aimed at expanding its army and building modern training infrastructure.

We must enhance our readiness, grow our military, and ensure it is properly equipped with weapons and ammunition. There is no security without strong defense,” President Rinkēvičs stated.

Investing in Infrastructure and People

One of the key projects is the construction of the new Selija military training area—the largest in the Baltic region. It will accommodate large-scale exercises and allied troops. The first training activities are scheduled for 2026.

Latvia has also introduced a National Defense Service, which requires young people to undergo military training. Over 40% of participants choose to remain in service after completing the program.

5% of GDP for Defense

Latvia plans to gradually increase its defense budget to 5% of GDP. The funding will be allocated to weapons procurement, troop training, cybersecurity, and the development of domestic defense industry capabilities.

A Message to Europe

President Rinkēvičs urged European countries to follow Latvia’s example. In his view, only nations that invest in their defense will be able to deter aggression and ensure regional security.

“We need more soldiers, more weapons, and more ammunition. And we must be ready for any challenge—together with our NATO allies,” the president emphasized.
