
Ukraine Awaits Russian “Memorandum” to Continue Peace Talks
Following the May 16, 2025 meeting in Istanbul—the first direct negotiation between Ukraine and Russia in over three years—the international community has been awaiting further steps toward peace. One result of that meeting was a successful prisoner exchange between the two sides.
Ukrainian Defense Minister Rustem Umerov confirmed that he had handed over a document outlining Ukraine’s position on achieving a ceasefire. He emphasized that Ukraine is waiting for a response in the form of a “memorandum” from the Russian side that would detail their vision for ending hostilities. Ukraine remains ready for a full and unconditional ceasefire and further diplomatic engagement.
We are open to talks with the Russians and await their memorandum so the meeting has real content and can truly bring us closer to ending the war. The Russian side still has at least four days before departure to submit their document.
President Volodymyr Zelenskyy reiterated Ukraine’s commitment to a negotiated resolution and warned that continued Russian delays could trigger tougher international sanctions. He also expressed willingness to meet with Russian President Vladimir Putin in any format, including trilateral talks involving former U.S. President Donald Trump.
We are prepared for any format of negotiations, whether at the technical level or between leaders, including a possible meeting with President Trump.
According to Russian Foreign Minister Sergey Lavrov, the next round of talks may take place in Istanbul on June 2. However, Ukraine stresses that meaningful preparations are essential, and receiving Russia’s “memorandum” in advance is key to ensuring the meeting has substance.
