The SBU to Transfer Redundant Servicemembers to the Armed Forces of Ukraine

The Parliamentary Committee on National Security has prepared a bill to enable the transfer of excess personnel from the Security Service of Ukraine (SBU), the Foreign Intelligence Service (SZR), and the Main Intelligence Directorate (GUR) to the Armed Forces of Ukraine (AFU).

These transfers were originally expected in spring 2024 following the adoption of the “mobilization law” (Law No. 3633-IX of April 11, 2024), which, among other things, allowed intelligence agencies to reassign some of their military personnel to the AFU or other military formations.

However, legal gaps—specifically the lack of a legal mechanism to change the type of military service—prevented implementation. For instance, SBU servicemembers under contract refused to sign a new contract with the Ministry of Defense upon transfer.

Draft law No. 13346, registered on June 4, aims to resolve this issue. Under the bill, personnel from the SBU, SZR, and GUR who previously served under contract or as career military but refused to re-contract with the Ministry of Defense would now be considered mobilized servicemembers upon transfer. They will serve under the legal status of being drafted during mobilization for the special period.
