
On May 27, 2025, the Command of the Ukrainian Ground Forces issued a statement emphasizing the critical role of Territorial Recruitment and Social Support Centers (TCRs) in ensuring Ukraine’s defense capability. The statement underscores that any attempts to obstruct their operations are serious offenses threatening national security.
Rising Interference with TCR Operations
Recently, social media and online platforms have seen a surge in content documenting deliberate efforts to hinder TCR personnel. Some individuals engage in unlawful acts, such as threats, psychological pressure, physical violence, or property damage, including TCR vehicles, while others encourage such behavior.
The Command reminds citizens that these actions violate Article 114-1 of Ukraine’s Criminal Code, which addresses obstruction of the Armed Forces’ lawful activities during a special period. Offenders face 5 to 8 years’ imprisonment. Accountability applies to all citizens aged 16 and older who act with intent, even if their actions do not fully succeed.
The Role of TCRs in Wartime
TCRs are essential to Ukraine’s defense system, managing personnel recruitment, mobilization, and support for martial law operations. Their work directly affects the Armed Forces of Ukraine (AFU) and other military formations’ ability to counter Russian aggression. Interfering with TCRs undermines the country’s defense, especially under martial law.
Overhauling TCR Operations
The Ground Forces Command is working to enhance TCR transparency and efficiency. However, obstructing these institutions jeopardizes national security. Such actions impair the Defense Forces’ ability to execute their missions and threaten Ukraine’s territorial integrity.
Call to Citizens
The Command calls on citizens to comply with the law and support TCR activities. During wartime, threats, violence, or property damage are treated as threats to state interests. Cooperation with TCRs is a civic duty and a contribution to Ukraine’s victory.
