
The Ministry of Defense of Ukraine is drafting a resolution of the Cabinet of Ministers to introduce financial rewards for servicemembers who implement innovative developments.
The proposed mechanism will not only recognize and reward the achievements of military inventors but also encourage further technological progress in the defense sector.
“In wartime, when we are engaged in a technological race with the enemy, we must not only develop innovative solutions for the frontlines quickly, but also protect them,” said Deputy Minister of Defense Valerii Churkin.
According to him, the initiative is not just about legal protection, but also about building a culture of respect for intellectual property in the defense sector. A specialized Intellectual Property Office has already been established within the Ministry for this purpose.
Furthermore, the Ministry has initiated two draft laws that were supported in the first reading by the Verkhovna Rada. These laws amend the Civil Code to regulate property rights to intellectual assets created by military personnel and establish legal norms for defense-related innovation.
The new legislation is expected to ensure that the state retains ownership of innovations developed with public funds, while also providing fair compensation to the creators.
