A draft law has been registered in the Verkhovna Rada that would enable Ukraine to conduct its first draft of 18–24-year-olds in fall 2025, completing the introduction of Basic Military Service (BMS) in the country.

Government bill No. 13334, registered on May 30, is designed to regulate the social protection of Basic Military Service personnel.

Basic Military Service is a new form of service introduced in Ukrainian legislation in May 2024. It is intended to replace the outdated Soviet-era conscription system and provide civilians with essential military skills and preparation for national defense.

According to the government’s plan, the first conscription campaign under the BMS system will be conducted by territorial recruitment centers in autumn 2025.

Key Features of Basic Military Service

During martial law, the duration of basic service will be up to three months:

  • At least one month of general military training
  • Up to two months of specialized training

Mandatory enlistment will apply to all men aged 18 to 24. Women may join voluntarily. Each eligible individual can choose the year of enlistment, as long as they do so before turning 24.

Upon completing the BMS term, male servicemembers will be considered reservists, but will receive a deferment from mobilization until the age of 25.
