
The procedure for granting mobilization deferrals to educators and research staff has been updated. The changes clarify eligibility criteria and the deferral duration during the period of martial law in Ukraine.
A deferral of up to one year may now be granted to:
- Scientific and academic staff at higher education institutions and research organizations, provided they hold a scientific degree;
- Educators at professional pre-higher, vocational, or general secondary education institutions.
Deferral conditions include:
- Primary employment in a qualifying institution;
- Employment rate of no less than 0.75 full-time equivalent (FTE);
- The deferral term is up to one year, but no longer than the mobilization period set by the Presidential Decree;
- In case of mobilization extension, employees must submit an updated employment certificate to the Territorial Recruitment and Social Support Centers (TRSSCs) no earlier than seven days before the end of the current deferral.
These legal clarifications aim to protect qualified personnel critical for maintaining Ukraine’s education system during wartime.
