Ukraine's Military Medical Exams to Be Conducted by Family Doctors

As part of an ongoing modernization of Ukraine’s military mobilization system, the Ministry of Defense has announced a reform that will allow military medical evaluations to be conducted by primary care physicians instead of centralized commissions.

Currently, these evaluations are handled by Military Medical Commissions (MMCs), which are typically located within Territorial Centers of Recruitment and Social Support (TCRs). These commissions assess individuals for fitness for military service.

Deputy Defense Minister Kateryna Chernohorenko shared details of the reform during the DOU Day 2025 conference. Under the new system, individuals will undergo medical evaluations through their local family doctor, who will complete the necessary forms and submit them digitally.

“The individual sees their regular doctor for the check-up. The doctor fills in a dataset, which is then transmitted automatically through our national electronic health system to the 'Oberig' registry,” explained Chernohorenko. “Only one visit is needed — no additional appointments or paperwork.”

The change is contingent on the passage of draft law No. 12066, titled “On Amendments to Certain Laws of Ukraine Regarding the Creation and Functioning of the Unified State Register of Military Personnel and Improvement of Military Registration Procedures.” This legislation would allow the electronic health system to securely share medical data with TCRs for updating the Unified State Register of conscripts, service members, and reservists.

Additionally, a parallel experimental project already permits MMCs to assign fitness categories without a medical exam in certain cases. This procedure is outlined in Cabinet of Ministers Resolution No. 932 (dated August 16, 2024), which authorizes automated verification of data for individuals subject to military service.
