Ukraine Considers Public Registry of Draft Evaders

As of May 2025, discussions are ongoing within various Ukrainian government agencies regarding the feasibility and necessity of creating a "public registry of draft evaders." Concurrently, there are proposals to restrict public access to court decisions related to draft evasion cases, as outlined in draft law No. 7033-d.

An official involved in legislative amendments related to the potential implementation of such a registry stated:

"The public has the right to know not only the names of heroes but also of 'anti-heroes.' If someone openly refuses to defend the state, especially when its very existence is under threat, or even assists others in doing so, it's fair for the state to treat them differently."

The official noted that the proposed registry would be modeled after existing systems like the debtors' registry and the lustration registry. Individuals listed would face legal restrictions, including:

  • Prohibition from holding public office or employment in state institutions
  • Ineligibility to participate in local elections
  • Limitations on accessing certain public services
  • Restrictions on firearm ownership

When asked whether deserters, military personnel who have left their units without authorization, or individuals convicted under specific articles of the Criminal Code (114-1, 335, 336, 336-1, 337) or administrative offenses related to mobilization laws (Article 210-1 of the Code of Administrative Offenses) would be included in the registry, the official declined to provide specifics, stating that various options are still under consideration.
